A person who has previously served in a USCIS international position and has returned to a USCIS domestic position is not eligible to apply for this international rotational assignment unless he or she has been in a position in the U.S. for a minimum of the past 3 years by the closing date of this announcement, or this international rotational assignment is a promotion over his or her prior international position. A domestic position is a USCIS position located in one of the 48 contiguous states of the United States, the District of Columbia, Alaska, Hawaii, the Commonwealths of Puerto Rico and the Northern Mariana Islands, Guam, the U.S. Virgin Islands, and the territories and positions of the United States (and excludes the former Trust Territories of the Pacific Islands). The following constitute promotions: 1) Overseas Adjudication Officer or Overseas Fraud Detection and National Security Officer (Immigration Officer) to Field Office Director, Deputy District Director, or District Director; 2) Field Office Director to Deputy District Director or District Director; 3) Deputy District Director to District Director; 4) Mission Support Specialist to any other International Rotational Assignment position. If, at the time of selection for this position, you are a USCIS employee encumbering a reserved position, at the end of your international rotational assignment, you have the right to return to the same reserved position held before your deployment. This right does not preclude you from competing for other positions and returning to a different position for which you have applied and been selected. However, if you choose not to apply for a different position, or you are not selected for a different position, you must return to your pre-deployment, reserved position at the end of the international rotational assignment. If, at the time of selection for this position, you are a non-SES USCIS employee who is not encumbering a reserved position, you have the right to return to the same non-reserved position or a comparable position. It will be management’s discretion whether to place you in your prior non-reserved position, if vacant, or in a comparable position. This right does not preclude you from competing for other positions and returning to a different position for which you have applied and been selected. Reserved Position: Reserved domestic positions are those that are not identified as Non-Reserved positions. Non-Reserved Position: Non-reserved domestic positions include senior executive service, non-bargaining unit GS-15, and field office directors. In addition, an individual who is selected from outside USCIS will be treated as having occupied a non-reserved position. Impact on Grade and Salary: Temporary Promotion: If you are selected for this international rotational assignment at a higher grade level than the position currently held, you will be given a temporary promotion. A temporary promotion may be terminated early or extended based on management’s needs. A temporary promotion for an international rotational assignment generally will not exceed four years per rotational assignment, excluding time spent on home leave. It is within management’s discretion to extend the temporary promotion up to a total of five years for management need, for example, to ensure coverage of the office. At the conclusion of the rotational assignment, you will return to the grade held in your domestic assignment prior to the international assignment. Lateral: If you are selected for this international rotational assignment at the same grade level as the position currently held, you will maintain the same grade both during your international rotational Assignment, and when you return to your domestic position, unless you apply and are selected for a domestic position in a higher grade. Lower-Graded Position: If you are an SES employee who accepts this international rotational assignment, you voluntarily leave the SES and enter competitive status. If you are a non-SES employee who voluntarily accepts this international rotational assignment at a lower-graded position, you will be reinstated to the grade held prior to this international rotational assignment upon return to a domestic assignment position. Pay will be set to the salary of the domestic position held prior to deployment to the international rotational assignment, unless a higher rate is warranted by reason of step increases that would have been earned in the lower graded position during the period of international duty.
