COMPETITIVE SERVICE EMPLOYEE WITHIN THE VA - I am currently employed as a permanent career or career-conditional VA employee in the competitive service (#1 in block 34 of your most recent SF-50).

EXCEPTED SERVICE EMPLOYEE WITHIN THE VA - I am currently employed as a permanent excepted service VA employee (#2 in block 34 of your most recent SF-50) and have held this position for at least one year.

VETERANS CANTEEN SERVICES - I am a current Veterans Canteen Service (VCS) Employee on a permanent appointment and have held a permanent position for more than 90 days.
Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

Minimum Qualifications: The following section is used to determine your qualifications for the position of Health System Specialist, GS-0671-13. Please carefully read and respond to each question pertaining to your specialized experience.

Do you possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, which is in or related to the work of the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes: developing administrative laws, policies and regulations to provide direction to the Medical Center Director; operating general clinical systems, programs, and practices relating to the needs of a health care delivery system; developing and analyzing policies and procedures; analytical skills to conduct studies and make recommendations on substantive operating systems; managing and leading complex projects and assignments.
Merit Promotion Documentation Reminder: if you are current Federal employee, you must provide a copy of your last or most recent SF-50, "Notice of Personnel Action." The SF-50 must identify your position, title, series, grade, step, tenure and type of service (Competitive or Excepted). If you have previously held a higher grade and are applying based on that grade, you must provide a copy of the SF-50 showing you held the higher grade IN ADDITION to your last or most recent SF-50 indicating proof of status.
