A. New Response Trauma and Critical Care Teams (TCCTs): TCCTS provide critical, operative and emergency care to help people in the wake of disaster or emergency. TCCT members are medical professionals who are deployed to supplement federal, state, local, tribal and territorial resources at the request of local authorities. Whether they are deploying in the wake of a tornado or responding to a terrorist attack, TCCTs provide care that protects health and saves lives.

B. Disaster Medical Assistance Team (DMAT): DMATs provide primary and acute care, triage of mass casualties, initial resuscitation and stabilization, advanced life support and preparation of sick or injured for evacuation. The basic deployment configuration of a DMAT consists of 35 people; it includes physicians, nurses, medical technicians, and ancillary support personnel. They can be mobile within 6 hours of notification and are capable of arriving at a disaster site within 48 hours. They can sustain operations for 72 hours without external support. DMATs are responsible for establishing and initial (electronic) medical record for each patient, including assigning patient unique identifiers in order to facilitate tracking throughout the NDMS.

C. Victim Information Center Team (VIC): After a mass casualty event, communities and families need to find closure. Members of the Victim Information Center (VIC) Team support local authorities and other NDMS teams in the aftermath of a mass casualty event. VIC team members collect ante-mortem data, such as pictures, fingerprints, dental x-rays, and other medical records, to help identify the victims. They also serve as a liaison to the victims’ families in the wake of the disaster or emergency.

D. National Veterinary Response Team (NVRT): Disasters threaten health – for both humans and animals. The National Veterinary Response Teams (NVRTs) provide expert veterinary care to service animals, including security animals, during disasters and certain national security events. The NVRT members include veterinarians, animal health technicians, epidemiologists, safety specialists, logisticians, communications specialists, and other support personnel. They are deployed to supplement federal, state, local, tribal and territorial resources at the request of local authorities.

E. Disaster Mortuary Response Team (DMORT): In the wake of a mass casualty event, families, friends and communities need to find closure-the Disaster Mortuary Operational Response Team (DMORT) work to quickly and accurately identify victims and support local mortuary services. DMORTs reunite victims with their loved ones in a dignified, respectful manner. DMORTs are composed of funeral directors, medical examiners, pathologists, forensic anthropologists, finger print specialists, forensic odontologists, dental assistants, administrative specialists, and security specialists. They are deployed to supplement federal, state, local, tribal and territorial resources at the request of local authorities. They help families, friends and communities find closure so that they can move forward and begin to heal.

F. Logistics Response Assistance Team (LRAT) is an ASPR/OEM logistics personnel augmentation resource that is responsible for providing and performing a variety of logistics response services to NDMS elements or other response teams. These services include but are not limited to pharmacy, supply chain management, telecommunications, information technology, security, and facilities management support. The LRAT also performs property management and maintenance functions in support of ASPR federal caches and logistics staffing.

G. The Division of Operations Incident Response Coordination Team (IRCT) mission is to effectively and efficiently manage the deployed resources in the field and to coordinate the activities of those resources to ensure successful completion of assigned missions. The IRCT is activated when federal health service/missions are assigned in support of federal, state, local, territorial, and tribal requests for support during potential or actual natural or man-made emergencies, incidents, or NSSE/SEs. The IRCT is scalable and may be tailored to meet the needs of the disasters, emergencies, incidents, or events. The IRCT can respond with a short activation notice, deployed in support of response operations supported by the EMG, rapidly establish operating capability, and assume control over public health and medical resources activated. The IRCT members are trained, equipped and prepared to support all-hazards events. It is staffed largely by federal intermittent employees. For multiple disasters, emergencies, incidents, longer deployments, or NSSE/SEs it may be necessary to seek supplemental personnel resources from other internal (e.g., Operating Divisions/Staff Divisions, Commissioned Corps of the US Public Health Service) and/or external partners (e.g., Department of Veterans Affairs (VA), Department of Defense (DoD etc.) to staff IRCT positions.
