Preference Eligible Veterans and Certain Military Spouses
If you are a preference eligible Veteran you may apply under this eligibility, In certain conditions, a service member's spouse may also be able to apply under this eligibility (for example, if you are the spouse of fallen or disabled Veteran, or married to a deployed active duty service member who has just received Permanent Change of Station, PCS, orders). 
If you are applying based on a sole survivorship preference, you will need to provide the supporting documentation of your Veteran spouse, which may include the DD-214: Certificate of Discharge or Release from Active Duty, the SF-15: Application of 10-Point Veterans Preference, and a VA Letter documenting total the disability rating. If you are applying based on your active duty spouse's recent change of station, you must provide the PCS (Permanent Change of Station) Orders as well.
If you are applying based on your own status as a preference eligible Veteran, you must provide all applicable discharge paperwork mentioned above. Please make sure that your DD-214 is the "Member #4 Copy" and shows type of discharge, service length, and character of service.

9. Are you an employee of a Land Management Agency or a Defense Base Facilities Management Agency?
The Land Management Flexibilities Act allows certain land and base management employees to compete with other status candidates for positions advertised via Merit Promotion.
You may qualify under the Land Management eligibility type if you are a current (or former) employee of a land management or base management agency, and all of the statements below apply to you:
  • You were originally hired to a time-limited position under a competitive appointment.
  • You served one (or more) time-limited appointments at a land management agency, for a period totaling more than 24 months, without a break in service of two or more years.
  • You performed at an "acceptable" level of service during each period of service.
  • You are no longer employed by the land management agency, have been separated for not more than two years, and departed the position in good standing.
To claim this eligibility you must have been employed by one of the following agencies:
Department of Agriculture: Forest Service
Department of Interior: Bureau of Land Management, National Park Service, Fish & Wildlife Service, Bureau of Indian Affairs, and Bureau of Reclamation.

10. Are you applying based on a National Service Organization eligibility?
You may be eligible if you have at least two years of service with the Peace Corps or one year of service with AmeriCorps VISTA.
Your non-competitive eligibility lasts for one year after completing your Peace Corps or AmeriCorps service. Federal agencies may extend the period for up to three years if, after your completed service, you are:
  • In the military service.
  • Studying at a recognized institution of higher learning.
  • Involved in another activity, which in the agency's view, warrants an extension.
Your non-competitive eligibility does not entitle you to a job within the federal government. You must still apply and meet qualification standards and additional requirements, such as a background investigation.

12. Are you claiming a Sole Survivorship Preference eligibility as a military spouse?
You may qualify for this eligibility if any of the following scenarios apply to you.

(1) Spouse of Active Duty Service Member with Permanent Change of Station (PCS) Orders
You may quality if you are the spouse of a service member with PCS orders, if all of the following conditions are true:
  • You have been married to the military member, on or prior to, the date of your spouse's PCS orders.
  • You are actually relocating with your spouse to the new duty location.
  • You have not previously been appointed using this authority, under these orders.
(2) Spouse of a Disabled Service Member
As a military spouse, you may be eligible to be considered if either of the following statements applies:
  • The military member was retired under Chapter 61, of Title 10, United States Code, with a disability rating of 100 percent from the military.
  • The military member was released from active duty and has a disability rating of 100 percent from the Department of Veterans Affairs or the military department.
NOTE: For you (as the spouse) to qualify, the disabled military member must be unemployed or unemployable.

(3) Spouse of Service Member Fallen in Duty
You may be eligible as the spouse of a military member who was killed while on active duty, and you have not re-married since the death. The service member's death while on active duty does not need to be combat related for the spouse to qualify.

You must submit a copy of the PCS orders indicating you are authorized to relocate on those orders.

To verify your eligibility for groups 2 and 3 identified above:
You must submit the SF-15: Application for 10-Point Veteran Preference, and all supporting documentation identified on that document e.g., DD-214: Certificate of Release or Discharge from Active Duty (Member #4 Copy indicating character of service) or other proof of service which includes character of service; death certificate, and documentation identifying marital status at the time of death; disability letter from the Department of Veterans Affairs or Armed Service, etc.

15. Are you a Veteran eligible under the Veteran's Employment Opportunities Act of 1998 (VEOA)?
Veterans Employment Opportunity Act of 1998, as amended (VEOA) is a competitive service appointing authority that can only be used when filling permanent, competitive service positions. It cannot be used to fill excepted service positions. It allows veterans to apply to announcements that are only open to so called "status" candidates, which means "current competitive service employees." Current or former Federal employees meeting VEOA eligibility can apply. The Veterans Recruitment Authority (VRA) is an excepted authority that allows agencies to appoint eligible veterans, without competition.
