Assessment 1
Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Applicants must have at least ten years of specialized experience equivalent to the GS-15, JSP-15 or CL 31 level which is in or directly related to the line of work of this position. 1. Applicants must have at least ten years of specialized experience which provides evidence of progressively responsible leadership responsibility that is indicative of executive level managerial capability and directly related to the skills and abilities outlined in the Professional/Technical Qualifications (PTQs) and Executive Core Qualifications (ECQs) listed the announcement. Specialized experience for this position is defined as follows:
  • Knowledge of laws, legal codes, rules and procedures, precedents, and government regulations pertaining to the Alternative Dispute Resolution Act, Equal Employment Opportunity Rights, Family and Medical Leave Rights, Employment and Reemployment Rights of Members of the Uniformed Services, Worker Adjustment and Retraining Notification Rights, Occupational Safety and Health Protections and other applicable workplace protections.
  • Experience with mediation techniques and tools, conducting mediation sessions in person and by teleconference. This includes 1) analyzing and quickly synthesizing complex information; 2) refining and narrowing issues through settlement discussions; and 3) identifying unexpressed problems and analyzing related information to develop and evaluate options and implement solutions.
  • Experience facilitating the resolution of conflict between parties. This includes thorough understanding of what leads to conflict, the nature of conflict, and methods of resolution.
