Knowledge of agency program goals and objectives, the sequence and timing opf key programs events and milestones and methods of evaluating program effectiveness, knowledge of relationships with key clinical and administrative functions within the organization. knowledge of the basic principles and practices related to the management of healthcare delivery systems and the ability to apply this knowledge to solve unique problems in the organization; knowledge of Lean management principles and project management; skill to work independently to plan , organize and direct team efforts and to negotiate effectively with management. Time in Grade is the 52-week requirement that Federal Employees in competitive service General Service (GS) positions at the GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade as appropriate for the position being filled.  Current federal employees under the General Schedule (GS) system are required to have at least 52 weeks at the next lower grade for which they are applying for.
