Eligibilities

3. Are you an active duty service member with a statement of service showing that you expect to be honorably discharged or released from the armed forces under honorable conditions no later than 120 days after submitting your application? Please note: you will be ineligible for consideration if your statement of service is not submitted with your application or it shows an expected discharge or release date greater than 120 days from the date of the submission of the certification.

You are required to submit a statement of service printed on command letterhead and signed by the command. The statement of service must provide the branch of service, rate/rank, all dates of service, the expected date of discharge and anticipated character of service (e.g., Honorable, General, etc.).  Veterans should upload their DD-214 once they receive it upon separation.

  • Your Notification of Personnel Action, Standard Form 50 (or equivalent personnel action form) will reflect career or career-conditional: Tenure 1 or 2 in box 24 AND
  • Your Notification of Personnel Action, Standard Form 50 (or equivalent personnel action form) will reflect your status in the competitive service: Position Occupied is 1 in box 34 (Unless you are on a permanent VRA appointment then it will show a 2 in box 34).

If you answer yes to this question, you are required to submit a copy of your most recent SF-50 showing you are in the competitive service AND the SF-50 reflecting the highest grade held if not reflected on your most recent SF-50. If you are serving on an excepted service veterans recruitment appointment (VRA) you must ALSO submit an SF-50 showing your conversion or appointment to the excepted service VRA appointment (Authority code in block 5-C will be J8M).

PLEASE NOTE: If you are applying for a higher grade than the grade that you currently hold and the SF-50 you submit to support your eligibility claim has an effective date within the past year, it will not clearly show that you meet the one-year time-in-grade requirement. Be sure to provide an additional SF-50 which clearly demonstrates you meet the time-in-grade requirements (appropriate SF-50s include Promotions, Within Rate/Grade Increases (WRI/WGI), and appointment/conversion SF-50s with an effective date more than one-year old).

I am exercising my preference eligibility for positions within the local commuting area of my sponsor's current duty station.  I certify that I have not accepted nor declined a permanent, continuing Federal or non-appropriated fund position in the local commuting area of our current duty location. 

NOTE 1:  Military spouses are eligible for one permanent noncompetitive appointment using their preference eligibility for the duration of the active duty sponsor's assignment to a permanent duty station, as long as the military spouse has not declined or accepted a permanent Federal or non-appropriated fund position in the commuting area of the sponsor's current duty location.  If you certify that you have not used your preference at your sponsor's current duty location and it is discovered to be untrue, you may be subject to loss of MSP and possible disciplinary action.
