GS-13 TIME-IN-GRADE: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks, must also meet time in grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal Service. An SF-50 that your shows your Time in Grade eligibility must be submitted with your application materials.

3. To qualify for the GS-13 position, you must possess the specialized experience that equips you with the knowledge, skills, and abilities for this position at, above (or) equivalent to the next lower grade level (GS-12). The required specialized experience for this position must include: supervising the R&P Shared Service Unit (SSU) and administering the VISN's Federal recruitment, placement, and staffing programs. Providing expert level human resource advice and guidance on these programs to the VISN and Medical Centers' (MC) management and staff. Reviews data from feedback mechanisms, performs analyses, summarizes information, identifies trends and develops and implements recommendations. Preparing and completing study reports and making recommendations to VISN and MC management. Assisting in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. overseeing the daily operation of the unit, ensuring that agency policies and priorities are being followed. Training subordinate staff and VISN staff and management regarding the latest information; preparing communications regarding current and future requirements and information and serving as the VISN's policy and regulatory subject matter expert (SME) for these programs. Implementing of R&P policies and regulations; developing local policies and procedures, and brief VISN and medical centers' (MC)management on the status of these programs. Planing and directing staffing section operations. Providing guidance and rendering decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained.
