2. GS-12 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Specialist - Research Compliance Officer, GS-12, position, and that is typically in or related to the work of the position to be filled? To be creditable, this specialized experience must have been equivalent to the grade 11 level in Federal service to qualify at the grade 12.

Examples of specialized experience include:
  1. Developing policies, procedures, and criteria for the administration of a medical research program;
  2. Developing project presentations, budget recommendations, and resource allocations for research projects;
  3. Managing the scientific review process;
  4. Working closely with researchers, research committees, and research study participants;
  5. Making recommendations regarding appropriate assignment of research proposals; managing portfolios of research projects; evaluating research projects;
  6. Providing advice and guidance to managers and researchers; performing tasks related to daily analysis of research project activities (such as organizing/analyzing data from various sources);
  7. Performing administrative support functions to manage the day-to-day operations of a research program;
  8. Following research regulatory guidelines in the performance of duties; and
  9. Utilizing a variety of computer-based programs to create databases, reports, research documents, etc.

3. Serves as the primary local resource for regulations, policies, memorandums, alerts, and other federal requirements. (limit characters)

9. Conducts routine and 'for cause' reviews and other performance improvement activities. (limit characters)
10. Identifies unsatisfactory compliance trends and conditions; and corrects factors that contribute to noncompliance. (limit characters)
11. Performs tasks for research information security, research privacy and conflict of interest in research. (limit characters)
12. Conducts in-depth review and analysis of research, clinical, and training records relevant to the assigned areas of responsibility. (limit characters)
13. Prepares monitoring and auditing reports timely and accurately. (limit characters)
14. Serves as a consultant to the Research and Development Committee (RDC) and its subcommittees, that are responsible for the facility's research program. (limit characters)
15. Trains and coordinates training for research personnel on research program accreditation, research misconduct, and/or other research compliance activities consistent with VHA requirements. (limit characters)
16. Ensures that relevant regulatory and policy updates in assigned areas of responsibility are disseminated to research administrators, research oversight committees, research investigators and other research personnel in a timely manner. (limit characters)
17. Works with research personnel on a day-to-day basis to maintain current and open communication regarding research compliance issues. (limit characters)
