Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.  For a GS-09 position you must have served 52 weeks at the GS-07.    An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirement - Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that are typically in or related to the position to be filled such as a clerical and administrative support position in a medical, surgical, or hospital setting.

Specialized Experience, GS-9: Do you possess 52 weeks or more of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of Administrative Officer, GS-09 position? Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform to perform successfully the duties of the position, and that are typically in or related to the position to be filled such as a clerical and administrative support position in a medical, surgical, or hospital setting. Examples of specialized experience would typically include, but are not limited to: Demonstrated experience performing a full range of payroll duties; determining pay, maintaining payroll records, thorough knowledge of policies, regulations and laws pertain to leave, pay, overtime, special rates, allowances, etc. Experience in researching payroll processing errors to determine if errors are caused by a computer program malfunction or manual input; substantial knowledge of Federal civilian pay and leave rules, regulations, procedures, programs and system requirements; inputting payroll data into an automated system, verifying the accuracy of that data and applying the appropriate corrective steps when errors are discovered.
