Do you possess a Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine?The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.

Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
NOTE: The Under Secretary of Health or designee in Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.

3. Have you completed a first-year residency, or its equivalent, approved by the Secretary of Veterans Affairs for the year in which it was completed? For a VA resident, the appropriate Deans Committee and Resident Review Board may recommend appointment on the basis of the candidate's acceptability for residency training.

Approved residencies are:
  1. Those approved by the Council on Medical Education and Hospitals, American Medical Association, in the list published for the year the residency was completed, or
  2. Other residencies or their equivalents which the Professional Standards Board determines to have provided an applicant with appropriate professional training.
The Board may determine that the residency requirement has been met if the candidate has completed 1 year of postgraduate education.

For service after October 15, 1976, the Veteran must have received a Campaign Badge, Expeditionary Medal, a service connected disability, or have served during the Gulf War between August 2, 1990 and January 2, 1992 or for more than 180 consecutive days, other than training, any part of which occurred during the period beginning September 11, 2001, and ending on the date prescribed by Presidential proclamation or by law as the last day of Operation Iraqi Freedom.
