Eligibilities

Are you a current employee of any agency within the Department of Health & Human Services (HHS) who has been notified that your job is no longer needed or that you will lose your job by Reduction-in-Force (RIF)? All FDA vacancies are subject to CTAP policies and regulations that provide for mandatory placement for DHHS employees who have been displaced. The servicing HR Specialist must clear any priority placement programs prior to initiating a recruitment action. If all priority placement programs are cleared, a JOA is then required to further clear CTAP. The FDA must clear CTAP before selecting any other candidate from within or outside the agency. If there is an available CTAP selection priority candidate, the selecting official cannot fill the position without first selecting the CTAP candidate; unless the personnel action to be effected is an exception under 5 CFR §330.609.
