1. Experience: To qualify at the GS-13 level, you must have at least (1) one full year of specialized experience equivalent to the next lower grade (GS-12), that is directly related to the work of this position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Health System Specialist.
Examples of Specialized Experience for this position are: Extensive experience in specialized healthcare principles, theories, and practices related to management of healthcare delivery systems and the ability to apply this knowledge in order to analyze and evaluate broad, complex problems and make recommendations to solve the unique problems arising in the health care delivery system. Working knowledge of missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large. Working knowledge of regulations and rules affecting the administration and delivery of care in large health care facilities and the ability to collect, analyze, and communicate detailed information. Comprehensive knowledge of the different functions and motivations of various employees and groups in the health care delivery system. Working knowledge of the unique characteristics of the health care delivery system (e.g., facility resources and programs, medical school affiliations, community demographics, resources, and relationships) and the role and organization of professional societies and volunteer groups. Familiarity with issues related to the management of healthcare, the existing electronic health record system, and clinical practice within health care system with focus on clinical workflows. Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the organization health care delivery system. Familiarity with regulations and standards of various health care related regulatory and credentialing groups and comprehensive knowledge of regulations and rules affecting the administration and delivery of care in organizations health care facilities. Ability to quickly acquire and apply knowledge of organizations policies and procedures as well as its organizational and functional structures in order to make recommendations for organizational improvement Ability to reconcile contradictory requirements in preparing recommendations and/or in establishing and configuring test and development accounts. Expert written skills in order to write reports, policies, executive decision memos, prepare briefing materials, and to influence and implement national goals and strategies related to the organization and implementation of the assigned project deliverables, and assimilation of relevant information for dissemination.

2. 3. Time-in-grade restriction - applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade at GS-12 or higher for at least a year to be eligible for the GS-13 grade level of this position. The grade must have been held in the federal service but may have been in any occupation. A SF-50 showing when you met time-in-grade eligibility must be submitted with your application material. More than one SF-50 may be needed to prove eligibility. Be aware, an Award SF-50 will not have the information to confirm eligibility.
