Basic Qualifications Requirements GS-11: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09). Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in any related field of study at an accredited college or university. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related OR You may qualify with an equivalent amount of combined experience and education as described above.
