Basic Education Requirement for Fire Positions in the GS-0401 Series

1. A. I have completed a bachelors or higher degree in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position. The following additional subject fields have been determined to be acceptable as directly related degree programs for fire management jobs in this series: wildland fire management, forestry, agronomy, biochemistry, biometrics, ecology, fishery biology, general fish and wildlife administration, horticulture, natural resources management, physiology, plant physiology, rangeland management, soil science, wildlife biology, zoology, agricultural extension, animal science, botany, entomology, genetics, microbiology, pharmacology, plant pathology, plant protection and quarantine, soil conservation, toxicology, wildlife refuge management. In addition, natural resources related disciplines include chemistry, environmental sciences (not environmental or natural resources policy), hydrology, outdoor recreation (if it has a natural resource emphasis), physics, fire management, earth sciences, geology, meteorology related weather, climate, physical geography (if it has a natural resource emphasis), and watershed management.

B. I do not meet the degree requirements described in 1A above, but I have a combination of education and qualifying experience which included courses equivalent to a major (24 semester hours or equivalent as shown above), plus appropriate experience or additional education which totals four years. To satisfy the requirements, the nature and quality of this course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. This means the required course work must show progression beyond the associate degree level in directly related coursework, such that it may be considered to be leading towards a bachelor?s degree in the biological sciences, agriculture, natural resources management, chemistry or related disciplines as described above.

90 Days Wildland Firefighting Experience (Selective Factor)

2. Applicants for this position must possess knowledge of the principles, methods, and techniques of wildland firefighting as demonstrated by direct wildland firefighting experience. In order to receive credit, you must provide a written description of your experience in wildland firefighting. Education without hands-on wildland firefighting experience does not meet this requirement. Please select A or B below to indicate whether you meet this mandatory requirement.

A. I have a minimum of 90 days of wildland firefighting experience. Wildland firefighting experience is defined as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. This experience can be met by serving on a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland and is categorized into two distinct types: Wildfires, which is any unplanned ignitions or prescribed fires that are declared wildfires; and Prescribed Fires which are planned ignitions. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience has been documented in my work history /experience blocks on my resume.

B. I do not possess the wildland firefighting experience described above.

Minimum Qualification Requirements for Fire Management Specialist (Fire Planner) GS-0401-09

3. If you do not meet these minimum qualifications, you will be considered not qualified and will not receive consideration for this position at the GS-09 level.

A. I possess one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position must demonstrate an understanding of fire behavior relative to fuels, weather, and topography and how fire affects natural and cultural resources. Examples of experience may include: Wildland fire activities (such as planning an/or implementing prescribed fire or managing wildfire) to ensure resource objectives can be met from a fire management standpoint; Developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives; Implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values.

B. I do not meet the specialized experience requirements described above, however; I possess two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field of study corresponding to the course work defined in 1A above.

C. I do not have the specialized experience described in 3A above, or the education described in 3B, but I possess a combination of the required education and experience. For example, I have six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hour of graduate level education as described (50% of the education requirement).

D. I do not possess any of the requirements described above.

I have at least one year of specialized experience equivalent to the GS-09 level in the Federal service, or equivalent, which includes the following: Providing advice and technical support to fire management officers and land or resource management staff; ensuring fire management plans are consistent with and complement land or resource management plans, are consistent with enabling laws, policies, regulations, and environmental mandates such as National Environmental Policy Act (NEPA), Clean Air Act, National Historic Preservation Act, etc.; exchanging and presenting technical and policy information to groups of others at management meetings, professional conferences, and other events; use of geospatial information technology in strategic fire management planning, ensuring fire management plan updates are timely, accurate, and defensible within established standards; reviewing fire management data for adequacy, appropriateness, and accuracy; incorporating decision support tools and modeling into strategic response and planning; guiding field units on data collection and evaluation of hazard risk, fuels, historic fire occurrence, fire effects, climatology, and weather.

B. I do not possess any of the requirements described above.
