Do you possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Logistics Management Specialist? Specialized experience includes, serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

3. Provide direction and oversight of the VISN 6 Supply Chain Management, to include budget execution for supply chain programs, and must understand the role of supply chain programs in facility and VISN 6 financial, business, capital asset management.

4. Develop and implement forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution.

5. The VISN 6 Deputy CLO also participates on or leads various national work groups that are established to improve and re-engineer supply chain operations, systems and policies at the network and national levels.

6. The work involves providing oversight, coordination and support for VISN 6 and VISN 6 Medical Centers in identifying specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure that the needed support is provided at the right time and place.

7. Advise the Chief Supply Chain Officer and senior network/facility executives and staff on matters related to key aspects of supply chain operations and systems. The incumbent also oversees and manages strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission of the affected VISN and its facilities.

8. Acts as VISN liaison to the VA Office of Acquisition, Logistics and Construction (OAL&C) and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO) in absence of the VISN CLO.

10. Manage and oversee the delegated ordering authority within the ordering officer program. Oversight of this authority will ensure the most efficient inventory levels are maintained in VA facilities.
