Must have at least 12 months experience, education, or training in working with directives and regulations governing transportation of essential items (ex. personnel, cargo, freight, food, equipment, or medical supplies). Knowledge of freight rating, classification of carrier's agreement, and contracts for the transportation of personnel, cargo or freight. Experience which includes planning, organizing, and coordinating work.

Must have at least 24 months experience, education, or training in mission planning for preflight, in-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.

Skill to perform Flight Services Specialist duties in directing, controlling, and monitoring all aspects of command and control relating to aircrew Communications Security (COMSEC) and Emergency Action Procedures (EAP).

Ability to gather information for Operational Reporting (OPREP) regarding significant events or incidents involving personnel and assets that require reporting to higher headquarters, related to contingency operations, significant peacetime events, and state emergency situations.
3.
Knowledge to ensure compliance with directives, regulations, reports, and operationally specific publications.
4.
Knowledge to carry out essential duties on a 24/7 basis, monitor and carry out duties involved with security, emergency aircrew recall, the Crisis Reaction Team, and similar duties critical to the conduct of the mission assigned.
5.
Ability to perform under a variety of situations involving routine, non-routine and emergency flying operations that require making independent decisions while reacting to the situation at hand.
