SPECIALIZED EXPERIENCE:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: demonstrating expert knowledge of Appeals policies, practices and procedures to address all circumstances involving the settlement of complex and difficult tax cases. Your experience must demonstrate the ability to analyze and evaluate Appeals collection programs, policies or procedures to improve organizational effectiveness and efficiency in the use of resources and to assess the impact of new programs, policies or legislative changes on existing programs and resources. Your experience must also demonstrate expert knowledge of current and past tax laws, regulations and IRS policies to include Internal Revenue Code, IRM, court decisions, tax publications and procedures related to assigned areas ( e.g., Trust Fund Recovery Penalty) with expertise on technical collection issues in order to research and apply relevant tax law to issues that are unclear or where a clear precedent is lacking, and determine the appropriate resolution based upon relevant factors including reasonableness, adjudication trends and settlement practices for collection issues; Experience applying expert knowledge of Compliance/Collection investigative procedures, subject matters, organizational structure and office policies and practices that pertain to Appeals collection issues. Your experience must also demonstrate skill in personal relationships and ability to conduct meetings and conferences in an orderly, fair and impartial manner as well as skill in oral and written communications and the ability persuade, solicit, and provide information on highly complex collection issues requiring coordination with other professionals both inside and outside of the Appeals office. Examples include: conducting conferences with internal stakeholders and other business divisions regarding the most complex technical collection issues; providing technical expertise of Appeals collection programs to executives, senior managers, supervisors and employees; developing new or revised policies or procedures that address the full range of Appeals collection programs; serving as a resource person in providing guidance and assistance to managers and other technical employees in interpreting and implementing Appeals policies, procedures, and the most complex provisions of the pertinent laws and regulations.
