5. Ensures that reports and data meet format specifications mandated by organizational policy and that the cultural resources data in the records system is updated in a timely and accurate manner.

Oversees and performs varying levels of cultural resource inventories to develop and maintain a cultural resource information base and to locate cultural resources and determine impacts to historic properties due to proposed internal BLM and external developmental activities in accordance with applicable federal laws, regulations, and policies.

7. Consults with the State Historic Preservation Office (SHPO), Tribes, other consulting parties, and the public concerning identification of cultural resources, Areas of Potential Effect (APE), and when necessary, appropriate steps for avoidance, minimization and/or mitigation of adverse effects to cultural resources.

8. Assesses the planning area at a landscape level to determine the best management for cultural resources within that landscape and develops best management practices for such resources.

9. Ensures that inventory and site data are entered, managed, and utilized in various geospatial databases, and utilizes these databases to perform analyses to assist with land use planning, decision making, and day-to-day management activities.

10. Applies federal and state laws and regulations relating to cultural resources such as the Federal Land Policy and Management Act, the National Historic Preservation Act, the Archaeological Resources and Protection Act, the Native American Graves Protection and Repatriation Act, and the National Environmental Policy Act, etc., in order to provide technical advice and guidance, and to ensure activities meet regulatory and legal requirements.

11. Applies the requirements of Section 106 of the National Historic Preservation Act and the National Environmental Policy Act to facilitate compliance of proposed land use and development actions with these federal regulations.

12. Complies with Section 106 of the National Historic Preservation Act. Specifically, when conducting all aspects of work that results in the successful compilation, submission, and finalization of project documentation to the State Historic Preservation Office (SHPO) including: 1) site forms, 2) inventory survey reports, 3) site determinations of eligibility, 4) GIS locational data for SHPO databases, and 5) agency consultation letters.

13. Reviews eligibility of cultural resources for inclusion in the National Register of Historic Places and provides recommendations for avoiding, minimizing, and/or mitigating adverse project effects/impacts.

14. Ensures artifacts from public lands and the associated records are handled in compliance with applicable curation practices, laws and regulation, and the Archaeological Resource Protection Act.

15. Provides professional instruction, guidance, information, and interpretation of historic and prehistoric heritage resources.

16. Informs and consults with federal organizations, state government officials, tribal governments, landowners, consulting parties and the public to provide information in meeting legal requirements, explain and apply new technologies, and develop opportunities for partnerships.

17. Educates internal and external customers about heritage resources as well as establishing and maintaining procedures for enforcing laws pertaining to the protection of sites from unlawful theft and vandalism.
