QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
BASIC REQUIREMENTS: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.
OR
A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.
OR
Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.
AND
SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes progressively responsible and diversified professional accounting or auditing work with experience in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; interpreting and applying Federal tax law for individuals, businesses, partnerships, and corporations; experience in business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; experience with corporate financial transactions and financial management principles and practices; and, experience interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions, and experience gathering and analyzing large volumes of electronic documents. To qualify for this position your experience must be sufficient to demonstrate: Specialized experience investigating tax shelter promoter/material advisor penalty cases, coordinating with multiple tax shelter promoter investigation teams, developing facts and evidence to assert list maintenance and registration/disclosure penalty provisions of the Code, or conducting examinations of complex abusive tax shelter transactions (such as micro-captive, conservation easement, Son of Boss, Lease In/Lease Out, Sale In/Sale Out (LILO/SILO) , Intermediaries, etc.) and requiring analysis of complex financial transactions; writing or editing extensive examination-related reports involving complex legal tax positions and articulating clear and persuasive arguments; gathering and effectively analyzing large volumes of electronic documents secured during examinations; and meeting and making persuasive oral presentations/arguments to outside stakeholders supporting a complex technical position.
