QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
BASIC REQUIREMENTS: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.
OR
A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.
OR
Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.
AND
SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of legal, tax accounting, or other project assignments that required a wide range of knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Specialized experience includes experience in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations; Researching business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Interpreting and analyzing the tax implications of corporate financial transactions and financial management principles and practices; Interacting with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business-related professions.
AND
Experience using knowledge of the Internal Revenue Code, regulations, rulings, court decisions, and agency policies to conduct extensive research of legal questions to be able to make decisions involving complex matters of the law and to develop and apply new resolution approaches; Analytical and evaluative techniques, both qualitative and quantitative, sufficient to gather, identify, evaluate, and develop work methods and approaches to resolve complex interrelated problems and issues; Using communicative techniques in order to deal tactfully and persuasively with sophisticated taxpayers and stakeholders, to explain complex interpretation of tax laws, regulations and resolve issues.
AND
Experience working with tax compliance programs and understanding of the Practice Networks (PN) related to Withholding & Exchange International Individual Compliance (WEIIC) and identifying individual filing activities and issues involving inbound and/or outbound transactions in sufficient depth to advise and assist in the development of strategic and program plans; and experience coordinating strategy and planning initiatives to include researching relevant topic areas, gathering and analyzing data, presenting findings in a logical manner for various audiences; and facilitating PN network events.
