QUALIIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE GRADE-9: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in education and training techniques and methodology for development of courseware, and communication techniques to present and deliver instruction and training; Experience with various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Experience with techniques for converting regulatory and procedural language into readily understandable terms, and training systems and computer-assisted training applications.
OR
Master's or equivalent graduate degree in a field of study that demonstrated the knowledge, skills and ability necessary to do the work.
OR
Two (2) full academic years of progressively higher level graduate education in a field of study that demonstrated the knowledge, skills and ability necessary to do the work.
OR
LL.B. or J.D., if related.
OR
A combination of qualifying graduate education and experience as described above.
TIME-IN-GRADE REQUIREMENTS GRADE-9: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

Specialized experience for this position includes: Experience with education and training techniques and methodology for development of courseware; Experience using Instructional methods and communication techniques to present and deliver instruction, and various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Experience with web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; training systems and computer-assisted training applications such as ELMS and SABA, and automated systems to provide technology-assisted training support; Experience in analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations.

Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work.

Three (3) full years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work

Specialized experience for this position includes: Experience with education practices, and techniques to develop complete training and support courses; Experience with performance support tools to plan and direct the development system components including on-line help and computer based training; Experience with web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; Experience with training systems and computer-assisted training applications and automated systems to provide technology-assisted training support; Experience in analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations in resolving complex/novel problems, and with statistical analysis techniques to analyze data, draw logical conclusions, and develop logical information. Experience with negotiation methods and conflict resolution techniques to collaborate in a team environment; and oral and written techniques to develop course material and prepare and deliver briefings.
