SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience equivalent to the GS-9 grade level, including comprehensive, practical knowledge of, and skill in applying, technical engineering design and geometric principles related to complex design and construction sufficient to monitor the work for compliance with contract requirements; review designs for conformance with current industry practices; ensure designs fit field conditions and comply with performance based contract requirements; and use a variety of contracting processes to provide oversight for construction, architecture, and engineering contracts.

Provides construction quality assurance and contract administration activities to assigned construction projects.

Accomplishes various technical and construction management functions relating to construction planning, space management, records documentation for construction and facility management, energy management and operation of building utility systems.

As a Contracting Officer's Representative (COR) for construction projects, inspects competitively bid construction and maintenance and repair projects to insure compliance with drawings and specifications. Observes and inspects construction at all stages to identify and report discrepancies with contract documents to assure compliance with OSHA standards for the construction industry, and to forecast and resolve potential problems before they impact project schedules.

Reviews and responds to requests for information from construction contractors by investigating plans, site conditions, existing building and utility conditions, troubleshooting building system operations, and researching facility record documents. Works with General Contractor to resolve problems that arise due to error or differing site conditions.

Prepares independent government estimates for the value of any required construction change. Coordinates construction phasing, outages, schedule, and infection control measures to assure compliance with contract documents and to assure minimum interruption to continuous medical center operations. Prepares responses to correspondence related to construction activities. Prepares progress reports to track progress and quality of construction projects, and processes contractor payment requests. Responsible for conducting final inspections to ensure work has been accomplished in accordance with contract drawings and specifications.

Assists consulting architects and engineers with design of complexity bid construction and maintenance and repair work: Provides existing as built drawings, field measurements, VA construction standards and VA construction specifications. Analyzes whether physical obstructions or other construction difficulties have been anticipated. Screens projects to eliminate design problems related to space access limitations and fire safety requirements.
9.
Coordinates all assigned design projects, from conception to completion: Works with service chiefs to prepare project applications, conceptual plans, scope of work and construction documents, etc. Performs filed measurements and gathers engineering data necessary for preparing construction drawings, and specifications. Prepares contract drawings and specifications for competitively bid construction and maintenance repair work at VAMC within VISN 6.

Prepares detailed cost estimates for competitively bid construction projects and maintenance and repair work.

Maintains record drawings of all station structures and grounds utilizing AutoCAD programs. Makes necessary changes to keep drawings current as remodeling occurs. Posts and maintains record construction documents and shop drawings throughout and at the completions of construction contracts. Performs assessments in areas of maintenance and repair or remodeling to help determine the presence of asbestos.
