Specialized experience is experience involving establishing and maintaining agency or organizational relationship with Congress, such as that gained from working in the office of U.S. Senator or Representative or as a Congressional Representative Liaison in an Executive Agency's Public Affairs or Congressional Affairs Office or Public Relations Office or equivalent in private sector and must include the following:

Experience assisting in drafting speeches, remarks, testimony, or equivalent material by senior officials of respective organizations.
Experience assisting in preparing organization executives and senior officials for public statements or briefing or testifying before Congress or equivalent organizational entity.
