To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. GS-14: Specialized experience is fifty-two (52) weeks of experience at the GS-13 level or equivalent in other public or private sectors that is directly related to the position which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes 1) researching, interpreting, and applying the laws, regulations, policies and procedures governing a federal nutrition assistance program or federal social service program; 2) formulating program plans and recommending changes to policies and program operations; 3) leading staff in an organizational unit that oversees the administration of programs through other entities such as federal, state, and local partners; and 4) advising management officials of complex and sensitive program issues.
