Specialized Experience
You must possess at least one (1) year of specialized experience equivalent to the GS-05 grade level. Specialized experience is defined as:
  • Performing quality control checks of completed papers prior to publishing to ensure consistency of content.
  • Building and maintaining relationships within the organization and with counterparts outside the organization to share and implement best practices related to technical editing, formatting, and style of finished intelligence production.

You may substitute education for experience at this grade level by possessing one of following:
  • One (1) full year of graduate level education
  • Superior Academic Achievement (this may be met by possessing a bachelors degree and meeting one of the following:
    • Class Standing - must be in the upper third of the graduating class
    • Grade-Point Average - must have a grade-point average of 3.0 or higher
    • Honor Society - Election to membership in a national scholastic honor society

Combination of Education and Experience
You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and 9 graduate level credits).

2. GS-09 Level: You may qualify at this grade level by meeting one (1) of the following below:

Specialized Experience
You must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. Specialized experience is defined as:
  • Assisting in the creation and maintenance of product templates and ensuring changes are made when appropriate while still conforming to a Departmental guide.
  • Applying interpersonal skills to maintain effective working relationships with both internal and external customers.

You may substitute education for experience at this grade level by possessing one of following:
  • Master's or equivalent graduate degree
  • Two (2) full years of progressively higher level graduate education leading to such a degree
  • LL.B. or J.D., if related.

You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits).

  • Proofreading and editing product drafts, including assessments, for senior officials.
  • Applying knowledge of Intelligence Community policies, programs, and research findings to review of finished publications.

  • Ph.D. or equivalent doctoral degree
  • Three (3) full years of progressively higher-level graduate education leading to such a degree

4. SPECIALIZED EXPERIENCE GS-12
To qualify for the GS-12 level, you must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. For this position, specialized experience is defined as:
  • Performing quality control checks of completed papers prior to publishing to ensure consistency of content and sources and compliance with policies and procedures.
  • Performing a full range of technical editing duties, applying an expert knowledge of intelligence production processes and standards, as well as editing and formatting expertise, to address highly complex projects and issues.

5. SPECIALIZED EXPERIENCE GS-13
To qualify for the GS-13 level, you must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. For this position, specialized experience is defined as:
  • Developing new approaches, policies, or guidelines to support production operations.
  • Preparing and analyzing reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.
  • Preparing and presenting briefings.
