Individual Occupational Requirement: Do you possess an undergraduate or graduate level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration? Do you possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field?

This work must have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

3. For GS-14 - Specialized Experience: Do you posses one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization?
  • Examples of specialized experience would typically include, but are not limited to:
    • Manage the daily operations for the program office and direct analytical and evaluative work associated with improvement activities to foster a culture of continuous improvement and enhance the improvement infrastructure and capability across VHA.
    • Provide expert knowledge in the areas of improvement principles, healthcare administration practices and policies, personnel administration, budget and resource management, and strategic planning in the execution of program responsibilities.
    • Oversee the analysis and evaluation, on a quantitative or qualitative basis, of the effectiveness of the program and its operations in meeting key VA initiatives, established goals and objectives of the program office.
    • Develops, analyzes, evaluates, advises on, and/or improves the effectiveness of work methods and procedures, organizations, work force utilization, distribution of work assignments, data generation and data analysis, delegations of authority, management controls, information and documentation systems, and similar functions of management.
