Specialized Experience GS-15: Do you possess at least one (1) full year of specialized work experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position that is equivalent to at least the GS-14 grade level in the Federal service? Your experience must demonstrate the following: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

4. Collaborates with Network leadership, Medical Center Directors, Chiefs of Staff, and others to develop and implement Network-wide and national policies and procedures.

5. Encourages finance, logistics and capital asset management innovations at individual Network sites as between Networks and disseminations successes throughout the Network and VHA as appropriate.

6. Develops and implements the VISN financial plan and budget.

7. Assists in developing the Network's capital asset goals and objectives, and short and long-range plans for achieving them, consistent with identified methods of efficient operations.

8. Uses comprehensive knowledge of VA policies and administrative laws, regulations, policies and procedures applicable to the administration of veterans' health care programs is needed to advise the Network Director and facility managers in aspects of finance, logistics and capital asset management and business management.
