Assessment 1
1. Specialized experience is one year of experience at the GS-14 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, which should include:

-Overseeing and directing a staff, including lead healthcare inspectors, program analysts, and/or clerical employees in evaluating health care projects and reports; AND
-Managing a comprehensive program of internal quality review, including independent referencing review; AND
-Reviewing, analyzing and evaluating procedures, projects, and problems pertaining to a wide range of factors that affect and influence the quality of healthcare projects and reports, including facility level and national level; AND
-Providing leadership and direction of a healthcare inspection staff ensuring support in quality assurance issues for a regional, central or comparable sized office;

OR
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
