Time-In-Grade: I am a current career/career-conditional employee of the Veterans Benefits Administration (VBA), OR Career Transition Assistance Program (CTAP) eligible and I have at least one (1) year (52 weeks) of federal service at the GS-12 grade level to qualify at the GS-13.
