To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience is experience applying a wide range of advanced Human Resources policies, laws, and practices to design and implement HR solutions. Experience must have included serving as an expert consultant to hiring officials on the implementation of a comprehensive hiring plan that included an automated applicant management system; demonstrated knowledge of how to conduct a job analysis and develop a crediting plan and experience participating as a user/tester and providing feedback on HR Systems.
