Eligibilities
1.
Are you a currently employed as a Federal civilian employee with the Department of Homeland Security Headquarters in the Competitive Service (this does not include the following: CISA, TSA, CBP, USCIS, ICE, FEMA, U.S. Secret Service, or U.S. Coast Guard)?
To verify your eligibility as a current DHS Headquarters employee, you must submit a copy of your Notification of Personnel Action, Standard Form 50 (SF-50) or equivalent personnel action form reflecting your permanent, competitive status. Your SF-50 (or equivalent personnel action form) must reflect:
• career or career-conditional (Tenure field is 1 or 2); AND,
• your status is in the competitive service (Position Occupied field is 1).

INSTRUCTIONS: In this part, you will respond to questions about experience you have had that are related to the requirements of the job for which you are applying. Carefully review the level of descriptions listed below. For each statement, select the ONE response description that best describes your experience and record your selection.

From the descriptions below, select the letter which corresponds to the highest level of experience which you fully possess and demonstrates your work experience addressing the competencies in the vacancy announcement, and your ability to perform the work of a Supervisory Law Enforcement Specialist (District Commander) at the GS-14 grade level. Experience supervising of law enforcement personnel involved in compliance, enforcement, investigations and inspections activities.

Experience identifying District training needs and making decisions on training requests and non-routine, costly, or controversial training related to personnel of the District.

Knowledge and experience in all aspects of law enforcement and physical security programs to include FPS mission-related programs and initiatives.
5.
Experience performing a variety of procurement functions necessary to obtain security and related guard services by contract ensuring the completeness, accuracy. consistency and clarity of the specifications provided for each solicitation or contract issued at the request of tenant agencies or GSA.

Experience in completing and submitting after action reports of operational plans, and performs the incident commander on large scale operations that may involve the use of outside resources, or the se of inordinate amounts of overtime.

Experience reviewing and evaluating proposed programs, systems and procedures and performance measures with potential for subsequent expanded implementation in other FPS Districts within or outside the region.
8.
Experience conducting or managing investigations, frequently over an extended period of time, of alleged or suspected criminal violations of Federal, State and local laws related to the protection of critical government infrastructure and key resources.
9.
Researches and investigates new methods, systems, procedures and equipment for overall law enforcement and security operation using the knowledge to lead and provide training to subordinate law enforement officers.
10.
Experience maintaining continued liaison with senior agency heads and management officials of the Federal community as well as local law enforcement agencies to ensure assistance for emergencies.
11.
Experience participating and assisting municipal, county, State, and Federal agencies in. developing operational solutions to highly complex issues/problems involving overlapping jurisdictional, and interpretation of local, State, and Federal law and the resulting coordination of law enforcement efforts within the district.
12.
Manages the planning, analysis. and monitoring of the district budget and purchases. The District Commander determines the most cost-effective methods and measures to accomplish mission essential goals and staffing requirements.
13.
Oversees and manages through others and the Area Commander: implementation of FPS policies, standards, procedures and methods, and their applications. Reviews and keeps current specific District security regulations, policies, and procedures.
14.
Experience providing or directing protection of life, property and the rights of individual citizens; enforces and assures compliance with statutes, laws government facility rules and regulations, and protects the civil rights of all persons on property under the charge and control of the U.S. Government.
15.
Experience working with the U.S. Marshals Service and other appropriate Federal, State and local law enforcement agencies on special detail, Federal court trials and in response to potentially violent or threatening demonstrations.
