  • Are married to an active duty service member who is ordered to active duty for more than 180 consecutive days OR
  • Are the spouse of a service member who is 100% disabled due to a service connected injury OR
  • Are an un-remarried widow or widower of a service member who was killed while on active duty.

4. Are you currently employed as a permanent competitive service employee in the Department of the Navy (Navy or Marine Corps)?

If you are:
  • Your Notification of Personnel Action, Standard Form 50 (or equivalent personnel action form) will reflect career or career-conditional: Tenure 1 or 2 in box 24 AND
  • Your Notification of Personnel Action, Standard Form 50 (or equivalent personnel action form) must reflect your status in the competitive service: Position Occupied is 1 in box 34 (Unless you are on a permanent VRA appointment then it will show a 2 in box 34).

If you answer yes to this question, you are required to submit a copy of your most recent SF-50 showing you are employed in the DON in the competitive service AND the SF-50 reflecting the highest grade held if not reflected on your most recent SF-50. Failure to submit this documentation with your application will result in a rating of ineligible. If you are serving on an excepted service veterans recruitment appointment (VRA) you must ALSO submit an SF-50 showing your conversion or appointment to the excepted service VRA appointment (Authority code in block 5-C will be J8M).

PLEASE NOTE: For GS positions, to be considered for a promotion, you must provide SF-50(s) that shows that you have held the next lower GS grade for at least one year. SF-50s that have an effective date within the past year (e.g., General Adjustment SF-50 from this year or Within Rate/Grade Increases (WRI/WGI) SF-50 within a year) do not clearly show that you meet the one-year time-in-grade requirement. That means if you submit an SF-50 that is dated within the last year, you must submit another SF-50 that is dated more than one year ago to clearly demonstrate you meet the time-in-grade requirements.

If you are a DoD employee, you can obtain a copy of your SF- 50(s) from MyBiz. Failure to provide documentation that fully supports your claim will result in a rating of ineligible.

5. Are you a current or former federal employee displaced from a position in a federal agency other than the Department of Defense?

If yes, confirm:
  • You are located in the same local commuting area of the vacancy AND
  • You are applying to a position that is at (or below) the grade level of the position from which you were (or will be) separated AND
  • You are applying to a position that does not have greater promotion potential than the position from which you have been (or will be) separated AND
  • Your last performance rating of record is at least fully successful or equivalent.

NOTE 1:  Military spouses are eligible for one permanent noncompetitive appointment using their preference eligibility for the duration of the active duty sponsor's assignment to a permanent duty station, as long as the military spouse has not declined or accepted a permanent Federal or non-appropriated fund position in the commuting area of the sponsor's current duty location.  If you certify that you have not used your preference at your sponsor's current duty location and it is discovered to be untrue, you may be subject to loss of MSP and possible disciplinary action. 

NOTE 2:  Spouses may exercise their spouse preference and priority status through the application-based process up to 30 calendar days prior to the military sponsor's reporting date to the new duty station or upon relocation anytime thereafter during the sponsor's tour. Spouses who do not initially relocate with their sponsor cannot exercise spouse preference and priority status until they are actually residing in the commuting area of the sponsor's duty station.

NOTE 3:  You must include a completed copy of the UPDATED Military Spouse PPP Self-Certification Checklist found here along with the documents identified on the checklist to verify your eligibility for MSP.
