3. GS-13: To qualify for this position, applicants must possess one year (52 weeks) of specialized experience equivalent to the next lower grade level (GS-12).

For this position, qualifying specialized experience includes:
  • Working with countries to determine the feasibility of resource requests and providing policy guidance in view of regional/area strategies, policies, goals and program criteria;
  • Providing specialized program support in all aspects of country operations; oversight of programs in presence or non-presence countries; and strategic thinking and coordination across the respective regions; and
  • Overseeing the production of country briefing materials and providing presentations on programs in the countries of assignment.
For clarity, one year of specialized experience is considered 52 weeks of full-time work. Part-time hours can be equated to one year of full-time hours (2,087 hours). Please note that specialized experience gained in the private sector, not just federal experience, can count toward meeting this requirement.
