I am an MR or NG Reserve Technician who will lose or has lost my military membership through no fault of my own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement. I am exercising my preference eligibility to DoD positions within my local commuting area in accordance with Section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation.

Priority Placement Program, DoD Military Spouse Preference (MSP) Eligible
I am a military spouse who is currently married to my active duty sponsor. I am exercising my preference eligibility for positions within the local commuting area of my sponsor's current duty station. I certify that I have not accepted nor declined a permanent, continuing Federal or non-appropriated fund position in the local commuting area of our current duty location.
NOTE: Military spouses are eligible for one permanent noncompetitive appointment using their preference eligibility for the duration of the active duty sponsor's assignment to a permanent duty station, as long as the military spouse has not declined or accepted a permanent Federal or non-appropriated fund position in the commuting area of the sponsor's current duty location. If you certify that you have not used your preference at your sponsor's current duty location and it is discovered to be untrue, you may be subject to loss of MSP and possible disciplinary action.
Supporting Documentation: You must include a copy of the Military Spouse PPP Self-Certification Checklist along with the documents identified on the checklist to verify your eligibility for MSP, such as PCS orders/verification of duty location assignment and a copy of marriage certificate or license.

Represent the Contracting Officer as his/her authorized representative in all matters relating to construction.

Determine the need for change orders, and reviews change orders prepared by others to determine need and effect on construction.

Prepare sketches, drawings, cost and time estimates, and other data required to issue change orders.

Negotiate contract adjustments with contractor for change orders and prepares all records of negotiation recommending contract adjustments.

Responsible for enforcement of DOL Standard regulation procedures to ascertain that labor standards provisions of the contractor are being complied with.

Responsible for the review and approval/disapproval of all submittals made by the contractor pertaining to materials and equipment to be employed under the contract.

Initiate necessary corrective action in the event the proposed material and equipment meet the contract requirements but will not produce a workable overall installation due to errors and/or omissions in contract plans and specifications.

Administer the District Safety Program at the project; and enforce applicable safety rules and regulations while furthering the expeditious completion of work.
14.
Bring violations to the attention of the contractor, accepts complaints from contractor employees, makes preliminary investigations, and forwards findings to District Office for processing.
15.
Work to achieve required Consolidated Command Guidance (CCG) metrics on the project.
16.
Participate in discussions with agency and contractor representatives on matters of safety, post regulations, coordination of utility outages, and progress of work.
17.
Obtain final acceptance from user after full compliance with contract and occupancy granted.
18.
Serve as the project team lead in coordinating work and tasks associated with the project.
19.
Represent the section at meetings with key stakeholders to discuss specific projects and changes thereto on matters to civil engineering problems.
