Education Requirement: Must have a high school diploma or general education development (GED) diploma. Undergraduate and/or post graduate degree in or a combination of: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum

General experience: Must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts.

Specialized experience (GS-09): Do you have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

Specialized experience (GS-11): Do you possess at least 24 months of finance budget experiences and competencies that provided knowledge of financial NG principles and procedures? Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

Substitution of Education for Specialized Experience: completed undergraduate or graduate education, in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. You must submit OFFICIAL college transcripts to receive credit for education.

(GS-11) Detailed and intensive knowledge of the policies, goals, objectives, regulations, and guidelines of the budgeting program for the Army National Guard. Knowledge of computer-generated reports to ensure that changes in funding is reflected in the state adjustments.

(GS-11) Ability to identify programs where short falls in funding will occur if funds management is not exercised to meet short suspense dates and times when the effects of state missions impact the budget.
16.
(GS-11) Knowledge of budgetary laws, Department of the Army (DA), NGB, and USPFO policies and regulations and the internal control programs to ensure that review coverage is appropriate to meet established objectives.
17.
(GS-11) Knowledge of ARNG and state level financial management objectives, missions, policies and systems and their relationship with national and local organizational elements to advise the Financial Manager on a wide range of budget management issues.
