1. Which of the following statements best describes your experience?

A. I have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes meeting periodically with program managers to jointly identify large-scale components, equipment, and support services to be acquired by contract; advising program officials of the procurement objectives to be used, and assists in the preparation of statements of work; planning negotiation strategy, coordinates strategy with negotiation team, and leads the negotiations which are conducted with contractors to develop the contract prices and terms.

B. My experience is not reflected in any of the above statement.

2. Which of the following statements best describes your experience for meeting the Individual Occupational Requirement for the GS-1102-14 job series?

A. I have completed of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND I have a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

B. I currently occupy a GS-1102-13 (or higher level) position and have continuously occupied that position since January 1, 2000.

C. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above (RESPONSE A) if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D (RESPONSE C), the senior procurement executive must document for the record the basis of waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade level within that agency without additional waiver action.

D. I do not possess the education or meet any of the requirements as listed in the responses above.

3. Certification Requirement: This position requires level III Acquisition Certification in Contracting. Do you have a Federal Acquisition Certification in Contracting (FAC-C) Level III or a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in contracting?

If you possess this certification, you must submit a copy of the certificate with your application package. Failure to do so may result in you not being considered for this position.

B. Individual Hiring Training Waiver (GS-13 and above): Individual Training Waivers apply to GS-1102 positions in grades GS-13 and above. The HCA or Component ACM, as delegated, shall obtain an Individual Training Waiver prior to extending an offer to a prospective employee who does not meet the FAC-C training requirements for GS-1102 positions in grades GS-13 and above. When granted, Individual Training Waivers should expire within a reasonable amount of time. However, FAC-C training requirements must be met within 24 months.
