BASIC REQUIREMENT - You must meet the minimum basic education and/or experience requirements for either a Physical Scientist or an Operations Research Analyst position in the Federal government. Select the response that best describes your education and/or experience.

Participate in committees, sub-committees, task forces, work groups and standards drafting teams.

Apply generation planning, operations and scheduling expertise and help steer the industry standard drafting in a direction which avoids conflict with the agency's particular areas of concern.

Apply an in-depth knowledge of current NERC, WECC, and NAESB standards, business practices, and guidelines and their impact on generation scheduling and the hydraulic operation of the FCRPS.

Utilize knowledge of CISO or SPP energy market business practices or protocols in preparing position papers.

Serve as the senior liaison between multiple agencies regarding issues relating to the real-time operation of the hydrogenation resources and participates in multi-agency coordination groups dealing with operations and regulations impacting the FCRPS.

Assess the impact of proposals originating from regional forums on the operations of the FCRPS by assisting in study design based on hydro regulation models and interpreting study output.
9.
Led the identification and implementation of operational strategies to align with strategic objectives of bulk marketing and transmission operations while ensuring SOC (standards of conduct) non-conduit rule is enforced.
10.
Use generation reliability and compliance knowledge to develop negotiation strategies and position papers focusing on the FCRPS's ability to participate in developing organized markets while meeting reliability and other high priority operational objectives.
11.
Assimilate technical information from hydro analysts, marketing and transmission staff, and partners to analyze impacts and develop negotiation strategies or positions papers for shaping outcomes from regional coordination forums impacting generation capabilities.
12.
Serve as senior technical liaison between Generation Supply (PG) and Transmission Operations (TO) on FCRPS operations having impact on, or being impacted by, the transmission system.
13.
Convey the operational, procedural, and systemic impacts to hydro operations to parties across the business lines responsible for implementation of new products.
14.
Responsible for ensuring all parties have the information necessary to operationalize the changes arising from new regulations or products.
