To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower-level pay-band or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Expert knowledge of applicable U.S. revenue procedures for requesting competent authority assistance covering requests for relief from and the prevention of double taxation, specifically to transfer pricing and related issues, as well as international guidance relating to the same, which are necessary for preparing applicable documents that implement settlements of assigned work and advising taxpayers and other IRS personnel of the same.

Expert experience applying applicable U.S. revenue procedures for requesting competent authority assistance covering requests for relief from and the prevention of double taxation, specifically to transfer pricing and related issues, as well as international guidance relating to the same, which are necessary for preparing applicable documents that implement settlements of assigned work and advising taxpayers and other IRS personnel of the same. Experience with communication techniques to interact effectively with the program's internal and external stakeholders. Experience with negotiation methods and techniques sufficient to negotiate settlements using sound judgment and creativity.
