1. Minimum Qualifications EL-09: This section will determine if you possess the specialized experience needed to qualify for this position. From the description below, choose the letter beside the statement that BEST describes your background relevant to this position at the EL-09 grade level.

A. Experience: I qualify for the EL/GS-09 because I have at least 52 weeks of specialized experience at the EL/GS-07 or equivalent demonstrating work experience with most or all of the following: (1) assisting in gathering data and analyzing facts to policy decisions; (2) organizing and logically structuring information in a format understandable to others; (3) managing a project from planning to monitoring and evaluation. -OR-

B. Education: Completion of two (2) academic years of graduate-level education, or a master's degree from an accredited college of university in finance, business administration, economics, accounting public policy, urban planning, real estate, or a closely related field. -OR-

C. Combination of education and experience as described above in options “A” and “B”. Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. One academic year of graduate education is the number of credits hours determined to represent one academic year of full-time study (i.e., 18 semester hours (or 27 quarter hours). -OR-

Experience: I qualify for the EL/GS-11 because I have at least 52 weeks of specialized experience at the EL/GS-09 or equivalent demonstrating work experience with most or all of the following: (1) assisting in analyzing issues/initiatives in the field of housing and housing finance or community development, especially in the areas of rural housing, manufactured housing, affordable housing preservation, green and energy efficient housing, and/or shared equity housing; (2) assisting in gathering data and analyzing facts to support housing finance policy decisions; (3) conducting policy and economic analysis supporting affordable housing, housing finance and community development issues. -OR-

B. Education: Completion of three (3) full academic years of progressively higher graduate-level education or a Ph.D. or equivalent doctoral degree in finance, business administration, economics, accounting public policy, urban planning, real estate, or a closely related field. -OR-

C. Combination of education and experience as described above in options “A” and “B”. Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. Two academic years of graduate education is the number of credits hours determined to represent two academic years of full-time study (i.e., 36 semester hours (or 54 quarter hours). -OR-

D. I do not meet the education or experience requirement described above.
