Field Management Cadre Program:
Selectees will become part of a five (5) year CADRE for Small Business and Self Employed, (SBSE) Field Collection, members may be placed in temporary developmental managerial positions on an as-needed basis. Placement into the CADRE is no guarantee of selection into a Managerial assignment. CADRE members who do not perform or progress satisfactorily will be removed from the program and returned to their former position. Participants in FMC may apply for any frontline manager positions that are announced while participating in FMC.
Managerial assignments covered by this program are in the series 1171.  Assignments will be made at the IR-05.

QUALIFICATION REQUIREMENTS:
Requirements for Field Management Cadre (FMC) Program:
  1. Employees must have at least a fully successful rating on their current annual appraisal in order to compete for the Cadre.
  2. Cadre participants must meet the "specialized experience requirements" by the closing date of the FMC announcement to qualify for a promotion. Qualified applicants will be ranked in accordance with the MSP procedures.
  3. Cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the five-year membership.
  4. Management may remove an employee from the cadre for the following behavior, which includes but is not limited to: Declination of an assignment that is unjustified (outside of leave/other assignments); Ineffective performance; Unacceptable rating in their managerial position; Inappropriate conduct.
  5. If you are the subject of a disciplinary and/or adverse action or impending disciplinary and/or adverse action while serving you will be removed from the cadre for a period of not less than three (3) years.
  6. Applicants should have a completed Leadership Succession Review (LSR).
  7. While in this cadre, if the applicant becomes eligible for a higher grade, they may have the opportunity to receive a temporary promotion to the higher grade without further competition.
  8. The cadre participants will partake in development activities in their home position unless serving on a temporary management assignment.
  9. Applicants will be evaluated on the following technical competencies: Compliance, Workload Processing and Problem Solving.

In addition, to be qualifying for this position your experience should be sufficient to demonstrate: Experience that demonstrated knowledge of the Internal Revenue Code and related enforcement and collection regulations and procedures.

SPECIALIZED EXPERIENCE IR-1171-05:
To be minimally qualified, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:
  • Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
