Field Management Cadre Program: Selectees will become part of a five (5) year CADRE for Small Business and Self Employed, (SBSE) Field Examination, members may be placed in temporary developmental managerial positions on an as-needed basis. Placement into the CADRE is no guarantee of selection into a Managerial assignment. CADRE members who do not perform or progress satisfactorily will be removed from the program and returned to their former position. Participants in FMC may apply for any frontline manager positions that are announced while participating in FMC.
Managerial assignments covered by this program are in the series 0526. Assignments will be made at the IR-07 through IR-05
Requirements for Field Management Cadre (FMC) Program:
Employees must have at least a fully successful rating on their current annual appraisal in order to compete for the Cadre.
Cadre participants must meet the "specialized experience requirements" by the closing date of the FMC announcement to qualify for a promotion. Qualified applicants will be ranked in accordance with the MSP procedures.
Cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the five-year membership.
Management may remove an employee from the cadre for the following behavior, which includes but is not limited to: Declination of an assignment that is unjustified (outside of leave/other assignments); Ineffective performance; Unacceptable rating in their managerial position; Inappropriate conduct.
If you are the subject of a disciplinary and/or adverse action or impending disciplinary and/or adverse action while serving you will be removed from the cadre for a period of not less than three (3) years.
Applicants should have a completed Leadership Succession Review (LSR).
While in this cadre, if the applicant becomes eligible for a higher grade, they may have the opportunity to receive a temporary promotion to the higher grade without further competition.
