To be eligible for Career Transition Assistance Plan (CTAP), a person must:

Under this authority, preference in hiring for positions covered under the Indian Preference Policy Act of 1934 (Title 25, USC, Section 472) is afforded to those qualified individuals that are eligible for Indian preference. Applicants selected under Indian preference will be appointed under the Excepted Service, Schedule A 213.3112(a)(7) appointing authority if not otherwise eligible. Consideration will only be given to non-Indian applicants in the absence of qualified Indian Preference eligibles.
