For the OR-51 (GS-11 equivalent): Specialized experience is defined as one-year of experience equivalent to the OR-42 (GS-09) grade level in the Federal service. For this position, specialized experience is defined as meeting A, B, and C below:

Supporting the development, justification, and monitoring of an annual and/or multi-year budget for a program or project OR Drafting components of acquisition solicitation packages and supporting technical evaluation panels, contract management, and contract close out in compliance with procurement rules and guidance; AND
B. Evaluating data and supporting the development of recommendations to improve processes and/or programs OR supporting the development, tracking, and reporting of program metrics and objective status for a program or project; AND

Education: Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related, in an accredited college or university.
OR
Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
