BASIC REQUIREMENT - You must meet the minimum basic education and/or experience requirements for hydrology positions in the Federal government. Select the response that best describes your education and/or experience.

Coordinate all aspects and activities related to the development, enhancement, testing, training, maintenance, issue resolution, and quality control for hydrologic forecasting systems.

Provide expert knowledge in hydrologic forecasting, probabilistic analysis, and climatological assessment as applied to streamflow and projected water supplies.

Establish and coordinate operational production support requirements and coordination with IT to establish policies and procedures to ensure adequate support of weather and streamflow forecasting systems in the production and testing environments.

Provide daily, weekly, and intra-annual streamflow forecasts for the Columbia River Basin (Washington, Oregon, Idaho, Montana, and British Columbia).

Lead and conduct the development, coordination, and production of special hydrologic research studies for a wide variety of business functions.

Develop and apply advanced hydrologic science concepts, principles, practices, and processes for improving operational forecasting procedures and methods, enhancing overall effectiveness.

Responsible for establishing methodology for identification, coordination, communication and documentation of all software bugs/issues with both the Contractor/Vendor and support staff and users.

Make extensive modifications and deviations from standard hydrologic forecasting procedures, methods, and techniques, and develops new methods and techniques to address problems, particularly during rapidly changing and highly uncertain whether situations such as severe storms, droughts and heavy precipitation in order to guide hydroelectric system operations and protect employee safety.
11.
Provide authoritative advice, counsel, and guidance to BPA senior executives on hydrologic science and operational forecasting systems.
12.
Responsible for the coordination of Short-Term Planner's Systems training and notification to all staff regarding the scope and timing of all "software patches" or new releases.
13.
Delegated full technical authority and responsibility to approve or reject new forecasting methods, techniques and models used for streamflow forecast-dependent decision-making.
14.
Exercise wide latitude and independent judgment in preparing and issuing daily streamflow forecasts for the Columbia River Basin as well as delivering briefings for planning staff.
15.
Provide hydro-meteorological decision support for a wide array of workgroups and business functions, computer science, and climate science.
16.
Work with counterparts and exercise final authority on behalf of the organization to resolve differences in hydrologic forecasts and forecasting system.
17.
Serve as the hydrologic subject matter expert in calls or meetings with power service planning groups and power marketers to provide customized streamflow briefings specific to their needs and situation.
18.
Serve as the recognized technical authority and spokesperson on agency's interests and perspectives related to weather and streamflow forecasting.
19.
Present study findings, conclusions, and recommendations to BPA decision makers, external hydrologic experts in other government and scientific organizations, and the broader hydrologic science community.
