7. In addition to the ECQs, this position requires candidates demonstrate to the ERB that they possess position-specific Professional/Technical qualifications as determined by the IHS.

Professional/Technical Qualifications:
  1. Mastery of the Indian Self-Determination and Education Assistance Act and other laws, policies, regulations, and precedents applicable to administering the IHS program for Tribal Self-Governance. Mastery of general administrative laws, policies, regulations, and precedents applicable to Tribal Self-Governance projects and activities.
  2. Expert, comprehensive knowledge of the development and evolution of the Indian Self­Determination Act implementation in the IHS as precursor and precedent to Tribal Self-Governance demonstration project authority.
  3. Expert knowledge of IHS program goals and objectives, the sequence and timing of key program events and milestones, particularly the budget cycle and appropriation process, and the relationship of IHS to other programs and Federal agencies.
  4. Expert knowledge of planning, development, and execution of policies, administrative procedures, and evaluation methodologies necessary to implement new program authority recently provided in statute in a high visibility environment.
