6. I qualify for merit promotion based on meeting one of the following conditions: current Federal employee in the competitive service in tenure group 1 or 2; former Federal employee in the competitive service who was in tenure group 1 upon separation or tenure group 2, if the separation occurred less than 3 years ago; current Federal employee in the excepted service of an agency with an Interchange Agreement, in tenure group 1 or 2; or former Federal employee in the excepted service, with tenure equivalent to permanent status in the career/career-conditional appointment system.
