Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians: I am an MR or NG Reserve Technician who will lose or has lost my military membership through no fault of my own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Experienced in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Directs and monitors operation and maintenance of the local personnel system. Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS. Compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions. Must have knowledge and understanding of the State HR Information Systems are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. Must provide technical support services to system users in the field. Be able to develop and interprets policy for HRO functional areas as it relates to HR information systems and applications. Develops impact statements and recommends changes as deemed necessary which may be adopted as internal policy. Provides advice to HRO staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to new or existing systems.
