The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.

Operate one or more types of heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, canals, tunnels, or construction sites.

At this level, the operators must have 12 months of specialized experience to the WG-08 in order to grade surfaces to rough or fine specifications by adjusting attachments while the vehicle is in motion and on all types of terrain. In addition to the hand, foot, and eye coordination required at WG-08 good depth perception and a high degree of concentration are required to perform the operations necessary to grade the surface. Knowledge of a variety of soil composition and conformation than that outlined at the WG-08 level, as well as more knowledge of the purpose and limitations of a greater variety of attachments, equipment, and systems. Knowledge or training in testing applicants for operating a variety of fixed and mobile equipment such as heavy mobile, tractor, bulldozers, graders, cranes, special purpose vehicles, etc. Paramount skill/knowledge requirement is to be skilled in the operation of a wide variety of heavy mobile equipment. Have the skill, training, or knowledge to test individuals for Commercial Driver's License (CDL) Examiner equivalent skills. The skill or ability to schedule tests or examinations in accordance with priority requests, number and type of applicants, or other reasons and posts results to applicable records and/or forms. Issues and maintains licenses by current status. Experience or Knowledge to conduct practical road and/or performance tests of personnel taking initial examinations or reexaminations for such equipment as light and heavy automotive vehicles, heavy tractors, buses, tank retrievers, materials handling equipment such as fork lift truck both gas and electric, warehouse cranes.
