I am exercising my preference eligibility for positions within the local commuting area of my sponsor's current duty station. I certify that I have not accepted nor declined a permanent, continuing Federal or non-appropriated fund position in the local commuting area of our current duty location.
NOTE: Military spouses are eligible for one permanent noncompetitive appointment using their preference eligibility for the duration of the active duty sponsor's assignment to a permanent duty station, as long as the military spouse has not declined or accepted a permanent Federal or non-appropriated fund position in the commuting area of the sponsor's current duty location. If you certify that you have not used your preference at your sponsor's current duty location and it is discovered to be untrue, you may be subject to loss of MSP and possible disciplinary action.

Participate in three phase inspection system by attending preparatory, initial and follow up inspections to ensure compliance of contract documents and the applicable safety manual.

Apply knowledge of construction practices, codes, and standards to manage construction projects from their inception to completion.
5.
Conduct job site inspections to ensure project is in compliance with the contract plans, specifications, shop drawings, special references and industry standards.
6.
Inspect worksite and work activity for construction practices that compromise the safety of laborers, inspectors, visitors and/or the general public to stop any construction activity that poses an imminent danger to life and limb and enforce correction of deficient safety program.
7.
Enforce site specific requirements such as safety when working near or around the general public, and dust and noise control, minimum impact to operation in the case of renovations to active facilities and sound environmental practices for all projects through observation the work and work methods of the contractor to ensure compliance.
8.
Review contractor's proposed work schedules for logic, adequacy, and feasibility, identify and track changes on the critical path understanding the cause of the change and working with stakeholders and construction schedules to minimize time and cost impacts associated with contractor error, changes and unforeseen conditions.

Enter and maintain all information pertaining to Quality Assurance (QA)/Quality Control (QC) reporting, to include safety inspections, pay requests, submittals, requests for information, scheduling, deficiency reporting and correction and correspondence for assigned projects for the purpose of tracking and documenting construction progress and/or deficiencies.

Identify technical conflicts, deficiencies and omissions of contracting documents utilizing sound and effective construction practices to ensure efficient execution of the construction project.
11.
Manage construction at all stages to identify obstacles to contract completion to ensure delivery of technically sound projects on time and within budget.
12.
Monitor construction operations of construction projects to ensure technical compliance of plans and specifications.
13.
Manage construction schedules of complex structures to ensure project milestones are met and all delays are tracked and accounted.
14.
Draft correspondence to contractor addressing hazardous conditions, unsafe practices, and deficiencies at the construction site to ensure the contractor is in compliance with established safety standards and regulations.
15.
Communicate with co-workers, contractors, and customers to convey/relay information under stressful and time sensitive conditions to build and foster a good relationship between all parties.

Participate in meetings to discuss regular construction progress, change order proposals and settlement of claims in order to resolve disagreements with the stakeholders, special interest groups and/or contractors.
